Ive been seeing white spots on my computer screen and only appears in black how do i fix this?

I just bought a new computer and I have been noticing some dots when i watch a youtube video and when I change my color quality from 16bit to 32 bit it disappears then comes back again and it also shows up on the photos I at facebook and appears sometimes on games it shows up like white spots in black places Please Helm
