What's the fastest way in runescape to get combat levels?

I will be training with a whip/ dragon scimitar, i have about 3m cash. my current stats are 82strength, 79 attack, 73defence, 81 constitution. Add as much detail possible, im currently using dragon legs and rune platebody with neiztot helm, rune gloves, dragon boots, dragon defender. Add input on my gear and setup. include food/ potion uses. Thanks! p.s. my goal stats are 99strength, 90attack, 82 defence.
